TARGETED NEIGHBORHOODS

Two areas of the city (the Kilbourne Area & the South Side Neighborhood) have been targeted in the City’s Strategic Plan for rehabilitation.


Named the Kilbourne Plat in honor of Hector Kilbourne, a Freemason and the surveyor who made the original plat of Sandusky in 1816, the streets are laid out to form the Masonic emblem.
The Kilbourne Plat is comprised of a 72-block area in the City’s Central District.  Sandusky Bay bounds the Kilbourne to the north, Monroe Street to the South, Meigs Street to the west and Shelby Street to the east.

The City’s planning process to revitalize the area emphasizes its historical roots. Within this area, there are 61 properties on the National Historical Register and well over 600 properties on the Ohio Historical Inventory.  In addition to some of the finest architecture in Ohio, the area has a rich history, which includes being a major stop along the Underground Railroad.

The other area of the City targeted for rehabilitation is the City’s South Side Neighborhood.  This area is comprised of two highly distressed block groups on the City’s south central border. 

The City has targeted this area for improvement for several years and has received a FY 2003 CDBG Community Distress Program grant of $300,000 targeted to improve the quality of life, livability and functionality of the area.   Projects will upgrade Wilson Street several sidewalk projects, installation of handicap ramps, and storm sewer separation.  In addition the City recently completed a sidewalk and footbridge along Perkins Avenue with 2003 CDBG funds.
